Fixed a bug where Trust-Points where only given out in special cases.

This bug should now be fixed and everyone should get their amount of Trust-Points when their posts get upvoted/downvoted.

Found a bug. I can't create a theme despite having met all requirements.
Edit: Nevermind. I only had 4 TPs now it is working.
